Director of the EUAP, Prof Rui Paulo da Silva Martins, Vice-Rector (Research), University of Macau

Rui P. Martins, (IEEE Member'88 – Senior Member'99 – Fellow'08), born in April 30, 1957, received the Bachelor (5-years), the Masters, and the Ph.D. degrees, as well as the Habilitation for Full-Professor in electrical engineering and computers from the Department of Electrical and Computer Engineering, Instituto Superior Técnico (IST), TU of Lisbon, Portugal, in 1980, 1985, 1992 and 2001, respectively. He has been with the Department of Electrical and Computer Engineering (DECE) / IST, TU of Lisbon, since October 1980. Since 1992, he has been on leave from IST, TU of Lisbon (now University of Lisbon since 2013), and is also with the Department of Electrical and Computer Engineering, Faculty of Science and Technology (FST), University of Macau (UM), Macao, China, where he is currently a Chair-Professor since August 2013. In FST he was the Dean of the Faculty from 1994 to 1997 and he has been Vice-Rector of the University of Macau since 1997. From September 2008, after the reform of the UM Charter, he was nominated after open international recruitment, and reappointed (in 2013), as Vice-Rector (Research) until August 31, 2018. Within the scope of his teaching and research activities he has taught 21 bachelor and master courses and has supervised (or co-supervised) 29 theses, Ph.D. (11) and Masters (18). He has co-authored: 5 books and 4 book chapters (refereed); 9 US Patents; 285 refereed papers, in scientific journals (65) and in conference proceedings (220); as well as other 47 academic works, in a total of 350 publications. He was a co-founder of Chipidea Microelectronics (Macao) [now Synopsys] in 2001/2002, and created in 2003 the Analog and Mixed-Signal VLSI Research Laboratory of University of Macau, elevated in January 2011 to State Key Laboratory of China (the 1st in Engineering in Macao), being its Founding Director.

Prof Hao Yu Fan, Dean of Faculty of Social Sciences & Humanities, University of Macau

Hao Yu Fan Chair Professor of Political Science and Dean of Faculty of Social Sciences at University of Macau. He obtained his MA and PhD from the Johns Hopkins University School of Advanced International Studies in 1984 and 1989 respectively.

He was a McArthur Fellow at Harvard University Center for International Affairs 1988-1989, and taught at Colgate University from 1990 to 2005, holding an endowed Chair of Robert Hung Ngai Ho Professor of Asian Studies from 2003-2005 at Colgate. He became the Dean of Faculty of Social Sciences and Humanities at University of Macau from 2005 -2013.

Prof Mo Shi Jian, Dean of Faculty of Law, University of Macau

Mo Shi Jian Professor Mo Shijian is Chair Professor, Dean of Faculty of Law, University of Macau, Adjunct Professor of China University of Political Science and Law (CUPL), prior to joining the Faculty of Law, Macau University, Prof Mo was the Dean of Faculty of Law, CUPL. Bachelor of Law 1978, Jilin University; LLM 1984 alhousie University; PhD in Law 1991, Sydney University; LLB 1995, Monash University. Professor Mo is presently a Member of Governing Council of UNIDROIT (2009-2013); Associate Member of International Academy of Comparative Law; Vice President of China Society for International Economic Law; Vice President of China Association for the Study of International Economic Law; Arbitrator of China International Economic and Trade Commission; Arbitrator of China Maritime Arbitration Commission.

Professor Mo has authored or edited 15 books and one of his books, International Commercial Law is in its 5th edition in 2013. He has also published more than 150 articles in both English and Chinese language.

Dr Jose Luis de Sales Marques, President, Institute of European Studies of Macau

José Luis de Sales Marques has been President of the Board of Directors of the Institute of European Studies of Macau (IEEM), since 1st January 2002. Mr. Sales Marques was born and raised in Macau, and he holds a degree in Economics awarded by the University of Porto (Portugal), and a Master degree in European Studies by University of Macau with a thesis on China-EU relations.

Mr. Marques is also teaching post-graduate programs in Macau and Europe dedicated to international politics, economic development and urban issues.

Sales Marques has worked previously for the Macau government since early 1983, and became Deputy Director of MGTO (Macau Government Tourist Office) from 1989 to 1993. In July 1993 He became the President of the Municipal Council of Macau. He remained as the city administrator until the end of 2001, having served as such throughout the historical period of Macau’s handover to China and beyond.

Mr. Sales Marques served as a full elected member of the Advisory Council to the Governor of Macau, between 1993 and 1999.

Prof Wang Jianwei, Faculty of Social Sciences & Humanities, University of Macau

Jianwei Wang received his B.A. and M.A in international politics from Fudan University in Shanghai and his Ph. D. in political science from the University of Michigan. He is currently professor and head of the Department of Government and Public Administration, University of Macau. Previously he was a tenured and distinguished professor of political science at University of Wisconsin-Stevens Point. He has also served as research fellow and visiting scholar at Sigur Center For Asian Studies at George Washington University, the Atlantic Council of the United States, the East-West Center in Hawaii, and the United Nations Institute for Disarmament Research in Geneva. His teaching and research interests focus on East Asia politics and security affairs, Chinese politics and foreign policy, Sino-American relations, Sino-Japanese relations, , UN peacekeeping operations, and American politics and foreign policy. He has published extensively in these areas.

Prof Song Weiqing, Faculty of Social Sciences & Humanities, University of Macau

Song Weiqing

Weiqing SONG is an associate professor of political science, with the Department of Government and Public Administration, Faculty of Social Sciences, University of Macau.

Prof. Song serves as the academic coordinator of the MA programme in European Studies at the Department. He received a PhD degree in political science from the University of Siena, Italy. He teaches various courses on international relations, global governance, and European politics.

He has academic interests in Chinese foreign policy, European politics, and sub-state regions, with research outputs published in various venues.

Prof Paulo Canelas de Castro, Faculty of Law, University of Macau

Paulo Canelas de Castro holds a Jean Monnet Module in European Union Law at the University of Macau (Macau, SAR; China), where he is also the Coordinator of the Master’s Program in European Union Law, International Law and Comparative Law. He serves as President of EUSA-Asia-Pacific and EUSA-Macau and is a Member of both the Management Committee of the European Union Academic Programme-Macau and the Board of Directors of the Institute of European Studies of Macau. Since 2008, he has been a lecturer for the Academy of International Trade and Investment Law and, in 2012, the Xiamen Academy of International Law. He has held Visiting Professorships in Brazil and Germany, and more recently, in Australia and France. Prior to his time in Macau, he lectured in International Law and European Union Law in Coimbra (Portugal). He was also Legal Counsel before the International Court of Justice (the Validity of an Arbitral Award and East Timor Cases) and the European Court of Justice (Council v. Kingdom of Spain).

Over the years, he has developed a consistent research interest in water issues, having written several books, book chapters and articles on the subject. He also worked as a consultant for different Governments and International Organisations (UNESCO, SADC) on these matters. A peer-reviewer for several academic journals, his more than 50 publications include Recent Developments in Water Law. Principles and Comparative Cases (Luso-American Foundation, 2006) and The European Union at 50: Assessing the Past, Looking Ahead (University of Macau Press, 2010). on the subject. He also worked as a consultant for different Governments and International.

Mr. Rui Flores, Executive Programme Manager (EUAP-M)

Rui Flores is the Executive Programme Manager of the European Union Academic Programme in Macao (EUAP-M). He joined the EUAP-M after various assignments with the United Nations Organization (UN) in the field of peacekeeping and peacebuilding. He worked as Political Affairs Officer with the UN in Guinea-Bissau, the Central African Republic, Chad, and Sierra Leone. He also worked as political and media adviser to the Prime Minister of Timor-Leste (Portuguese bilateral co-operation), and in the National Parliament of Timor-Leste, as International Affairs, Communication and Protocol Adviser to the Speaker (United Nations Development Programme). Previously he was a professional journalist in Portugal for 13 years. He is currently undertaking his Ph.D in Political Science at the University of Macau; holds a Master Degree in Government Studies (Catholic University of Portugal/University of Saint Joseph, Macau), and a Bachelor in Law (5 years, University of Lisbon). His research interests include peacekeeping operations, regional political integration, minorities, post-colonial studies, and critical discourse analysis.

Mr Leong Chin Hong, Institute of European Studies of Macau

LEONG Chin Hong, Jimmy, holds a Master of Arts in European Studies and a Bachelor in Economics from the University of Macau. Mr Leong is very experienced in EU-sponsored projects and has worked on the EU-Macao European Studies Programme (1999-2000), EU-Macao Cooperation in the Legal Field I (2002-06), MigraMacau-AENEAS Programme (2006-07), EU - Network of European Studies Centre in Asia Research Dialogue (2006-08) and EU Business Information Programme for Hong Kong and Macao (2009-12) among many other EU-related projects.
